This paper summarizes contents of three studies commissioned by RWEACT (Rio Grande Watershed Emergency Action Coordination Team) to understand forest biomass markets as a means to accomplish watershed protection activities. RWEACT was established in July 2013 in response to the West Fork Fire Complex. RWEACT brings together local, state and federal agencies, organizations, and individuals to develop an effective, coordinated approach to address fire-caused hazards resulting in the protection of human life, property, and the natural health of the Rio Grande watershed and its environment.
